gaining muscle

Dear Cathe, WHy is it that women my age around 40 tend to gain muscle in the upper thight region. I have been doing slow and heavy now for 3 months,i have seen inprovement! But have gained 2 inches in upper thigh girth. Im 5 feet 11 inches and weight 180 my goal is to weigh 160ish. Im also doing cardio 5-6 times per week 30-45 minutes. My waist has gone down some lost some inches in chest area with is good. upper arms are firm but no inches lost yet. what am i doing wrong?? help corybugg.
