My Super Cuts download doesn't have chapters. Do I need to download it again?
It plays fine, but when I load it into the workout blender there are no chapters.

Yep, that just means you have an incomplete download. Chapters are at the very end of the download file and if they're missing it's the first indication that your download is incomplete.
