Thank you for lifting the Smiley ban in the signature.
I would be jumping for joy, if I only knew how to do it. The following is what is happening to me when I try. Can you please help me figure this out. Thanks!!!

From UserCP, select 'Edit Signature' on the left.
Scroll down to Signature Picture area, put in the URL of the image from whatever site in the Option 1 area. ie. http://bestsmileys.com/flowers/15.gif Go up to the edit signature box and put your cursor where you want the picture, then in the signature picture area select 'Insert Signature Picture'. At this point you will see something like [SIGPIC] [/SIGPIC] where your cursor was in the edit signature box. Make sure to select Save Signature in the Signature picture box. Hope this is clear and works for you.
